On 3 August 2016, the new 2030 Federal Transport Infrastructure Plan (FTIP) was adopted by the Federal Cabinet. The FTIP 2030, which has been developed by the Federal Ministry of Transport and Digital Infrastructure, provides a total of almost 270 billion euros for investment in modernization of federal transport infrastructure, interconnection of infrastructure and removal of infrastructure bottlenecks. This funding comprises 112.3 billion euros for federal railway infrastructure and 24.5 billion euros for federal waterway infrastructure.
The most important challenge was to priortize investment with regard to its impact on traffic, the environment and the economy. This meant selecting the projects and determining the order in which they are to be delivered. Thus, one of the priorities of the Federal Government's transport policy is to safeguard the quality and fabric of the existing networks by means of structural preservation. In the case of new-build and upgrading projects, the main focus lies on investment that leads to net economic benefits across the whole economy and that will make a major contribution towards removing bottlenecks or improving links between ports / hub airports and their hinterland. At the same time, however, environmental concerns also had to be taken into account.
Against this background, the FTIP 2030 is based on five elements:
Definite prospects of funding The FTIP 2030 aims draw up a realistic and fundable overall approach for the infrastructure of the future. Therefore, the available overall investment volume has been harmonized with high priority projects, so that they can be delivered by 2030.
Structural preservation to take precedence over construction and upgrading Structural preservation of the existing infrastructure is the first priority of the FTIP 2030. Hence almost 70 per cent of the overall financial volume is provided for structural preservation measures. In addition, 18.3 billion euros are made available for constructing new and upgrading existing federal trunk roads and federal railways. In total, the adopted FTIP 2030 includes around 1,000 projects for constructing new and upgrading existing federal trunk roads, railways and waterways.
Strengthening the major axes By strengthening the major axes and junctions, the entire transport system will be improved and its performance will be enhanced. Across all three modes of transport, 87 per cent of the overall financial volume of the FTIP 2030 will be invested in important projects with large-scale effects.
Removal of infrastructure bottlenecks The removal of infrastructure bottlenecks will opimize the flow of traffic in the entire transport system. Roughly 2000 km of motorway bottlenecks and 800 km of railway bottlenecks will be removed.
Broad public participation For the first time, the public had the opportunity to take part in the whole development process of the FTIP. In particular, the draft version of the FTIP 2030 published on 16 of March 2016 was, for the first time, subject to a public participation process based on the requirements of the strategic environmental assessment. Based on the outcomes of this process, the draft of the FTIP 2030 was optimized and presented to the Federal Cabinet for adoption.
Accompanying the FTIP 2030, the Federal Cabinet also adopted, on 3 August 2016 bills drafted by the Federal Ministry of Transport and Digital Infrastructure to amend the acts governing the upgrading of federal railway infrastructure and federal trunk roads with the related requirement plans. In addition, a bill law for a new act governing the upgrading of federal waterways infrastructure with a related requirement plan was also adopted. These three bills laws derived from the FTIP 2030 will be the basis for the upcoming funding and delivery of projects for the construction of new and upgrading existing infrastructure considered in the FTIP 2030.
