The carriage of bulk cargoes by sea-going ship has to be effected in accordance with the IMSBC Code, which is binding under international law. The Code is negotiated and maintained as well as updated at two-year intervals at the International Maritime Organization. In Germany, it is implemented nationally by means of the Ordinance on the Transport of Dangerous Goods by Sea (GGVSee) for dangerous goods and by means of the Ship Safety Act for that part of the IMSBC Code that does not regulate dangerous goods.
