From 1 January 2019, the Federal Ministry of Transport and Digital Infrastructure (BMVI) will initially provide about 333 million euros for the hardware retrofitting of light and heavy commercial vehicles used by tradespeople and delivery companies in order to support cities particularly affected by exceedances of nitrogen oxide limit values.

Vehicles used by tradespeople and delivery companies, e.g. glazing companies or parcel delivery services, are driven through our city centres every day. Here, we can improve air quality greatly with hardware retrofits. 85 percent of NOx emissions can be saved by retrofitting the hardware of these light vans.
The following are eligible for funding:
- vehicle keepers of Category N1 and N2 commercial vehicles with a maximum authorized mass from 2.8 tonnes to 7.5 tonnes
- that have their company headquarters in one of the 65 cities or in one of the districts adjacent to these cities with an average annual NO2 concentration exceeding 40 micrograms per cubic metre,
- plus commercial vehicle keepers whose company has sizeable orders in that city (25 % or more of the orders each year or 25 % or more of its turnover generated in that city).
Another prerequisite for funding is the general type approval for retrofitting systems granted by the Federal Motor Transport Authority (KBA). Thereby, we are ensuring that the reduction targets of 85 percent will be reached under real-life conditions.
The retrofitting of these vehicles is less complex than the retrofitting of passenger cars, as there is a smaller variety of models and often more space to install the system. The Federal Ministry of Transport and Digital Infrastructure has developed the technical requirements. This is why you may now start applying for retrofitting systems at the KBA.
Starting 1 January 2019, funding applications for the retrofitting of light (2.8 tonnes to 3.5 tonnes maximum authorised mass) and heavy (3.5 tonnes to 7.5 tonnes maximum authorised mass) commercial vehicles used by tradespeople and delivery companies may be submitted to the Federal Agency for Administrative Services.
Hardware retrofitting charges for light commercial vehicles of this kind amount to 4,000 to 8,000 euros per vehicle and to 6,000 to 12,000 euros per vehicle for heavy vehicles. The amount of funding granted depends on the size of the company. Up until 31 May 2019, funding per vehicle for vehicles below 3.5 tonnes amounts to a maximum of 3,800 euros and 5,000 euros for vehicles with more than 3.5 tonnes. For applications from 1 June 2019, the maximum funding amounts stand at 3,000 euros or 4,000 euros respectively.
About 333 million euros are provided in the financial assistance programme in 2019 and 2020. The programme is limited until the end of 2020.
Once the funding guidelines have been published, the retrofitting of more than 100,000 vehicles can be supported financially.
