Federal Minister Andreas Scheuer:

I gave my promise. And I’ve kept it. Yesterday, I tasked NOW GmbH with the establishment and operation of the new National Coordination Centre for Charging Infrastructure. This is a further step in our systematic implementation of the Charging Infrastructure Masterplan. The National Coordination Centre will ensure the speedy and coordinated deployment of charging facilities throughout Germany. The automotive industry and the energy supply sector have assured me that they will provide active support to the Coordination Centre. In addition, we have now finalized the benchmarks for the provision of financial assistance to high-power charging infrastructure. In addition to the funding that we have seen in the past, there are to be invitations to tender for larger lots, which will involve mixing the prime locations with the less lucrative ones to form an overall network. Charging must become as uncomplicated and straightforward as charging a mobile phone. We will also establish uniform rules for activation of the charging point and payment. Our initial target is 1,000 locations with high-power charging points

Background information

  • NOW GmbH has been tasked by the Federal Ministry of Transport and Digital Infrastructure with the establishment and operation of a National Coordination Centre for Charging Infrastructure.
  • The National Coordination Centre for Charging Infrastructure will be based long-term at NOW GmbH, which has already been coordinating and managing the Ministry’s Charging Infrastructure Funding Guidelines. Over the months ahead, the Coordination Centre will be expanded around the already existing “Electric Mobility Infrastructure” division for full-scale operation.
  • The core tasks of the Coordination Centre will be the calculation of demand, the planning and coordinated deployment of a high-power charging network throughout Germany, the coordination of Federal Government and federal state activities and the provision of support to local authorities in planning and implementing the deployment of the charging infrastructure.
  • The automotive industry and energy supply sector will provide the National Coordination Centre with, for instance, the information required to ensure that the infrastructure deployed is precisely tailored to the needs of the market. This includes the new vehicle registrations that are likely, future battery sizes, the power output required by BEVs and PHEVs and their relationship with one another. The automotive industry has pledged to provide us with this data.
  • The focus will be on expanding a network for ultra high-power charging in Germany. The initial target is the establishment of 1,000 new locations with high-power charging points which exhibit a sufficient number of charging points at each location and can be rapidly expanded.
  • NOW GmbH was tasked by the BMVI with the development of a planning tool. This tool, called StandortTOOL (www.standorttool.de (in German only)), is now available and can be used to plan nationwide charging infrastructure over the period to 2030 for passenger cars and commercial vehicles and calculate the need for further deployment. The StandortTOOL identifies the future need for additional charging points, incorporating traffic flows, socio-economic data and infrastructure already in place.
  • The expansion of the charging infrastructure and the determination of suitable sites are to involve close cooperation between the Federal Government, federal states and local authorities. In addition, new financial instruments will be developed to ensure rapid, reliable and user-friendly expansion.
  • The presence of sufficient charging infrastructure is crucial for consumers’ purchasing decisions and thus for the ramp-up of electric mobility. It is therefore necessary for the Federal Government to enable deployment of charging infrastructure that is initially disproportionately high by way of preparation for the market (proactive deployment).
  • At present, the deployment and operation of charging infrastructure are still not very profitable and there are scarcely any viable business models. Alongside locations that will be profitable in the near future due to their favourable location, there are other locations that will continue to be used by only a few vehicles. However, these are of the utmost importance for a nationwide network and user uptake. We will invite tenders for larger lots in which we will consolidate these types of location.
  • For this reason, the Federal Government will assume responsibility for providing start-up funding with a new financing model. In this way, we will ensure planning certainty for the operators of the charging infrastructure.
  • In this context, we will also stipulate the date by which the charging posts must have been installed and the methods to be used for registration and payment. We will also seek harmonization of the prices and demand continuous and reliable operation. In this way, we will ensure planning certainty for both the users and manufacturers of electric vehicles.
