The Council of the European Centre for Medium-Range Weather Forecasts (ECMWF) has decided today that Bonn will be the new location for the European authority with about 150 employees from 2021.
The Federal Minister of Transport, Andreas Scheuer, said:
This is a great success. In the last few months, we have fought for Bonn to be-come the new location for the European Centre for Medium-Range Weather Forecasts. It remained very exciting until the last second. But the effort has paid off. From now on, we can jointly progress weather and climate change research at the highest level in Bonn.”
Armin Laschet, Minister-President of the State of North Rhine-Westphalia, said:
The effort has paid off. The decision for Bonn as the location of the European Centre for Medium-Range Weather Forecasts is a decision for Europe, excellence and interconnection. North Rhine-Westphalia offers outstanding working and living condi-tions to the ECMWF and its employees at the heart of Europe – with excellent prerequisites in the areas of academia, research and sustain-ability. The UN City of Bonn has once again proven that it is an in-ternational top location and scientific centre. The joint promotion of the city, the federal state and the federation has paid off.

The ECMWF is the internationally leading science centre for global numeric weather forecasts and climatology and a central element of the European infrastructure in the area of weather forecasts and cli-mate change research. The ECMWF is currently headquartered in the UK and needs an additional branch in the EU due to Brexit. From the new location, the tasks related to the EU earth observation pro-gramme “Copernicus” and, in the future, the DEU (Destination Earth) digital strategy are to be implemented. These are vital programmes for the observation of and adaptation to climate change that Germany comprehensively supports both with expertise and funds also at the national level.
Bonn has prevailed against eight highly qualified competing offers from our European neighbours. The city meets all requirements for the ECMWF: a central location in Europe with excellent infrastruc-ture, outstanding living conditions for the employees of the ECMWF and their families and, above all, comprehensive cooperation oppor-tunities as a UN and academia location with a focus on climate and environmental issues.
The German offer, which will be implemented in Bonn from 2021 onwards, includes an attractive new campus for the ECMWF in Bonn. The campus, which will be located on federal property in Bad Godes-berg-Nord along the Ludwig-Erhard-Allee and near to the Federal Ministry for the Environment, Nature Conservation and Nuclear Safe-ty, will not only include office buildings, but also a conference build-ing and a staff restaurant. During the first half of 2021, the first em-ployees of the ECMWF will move to Bonn and start working at the interim location at the Federal Ministry for the Environment. The relocation should then be completed in the second half of 2023.
For the application, the Federal Ministry of Transport and Digital Infrastructure (BMVI) closely cooperated with the Federal Ministry of the Interior, Building and Community, the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU), the Federal Foreign Office, the Federal Institute for Research on Build-ing, Urban Affairs and Spatial Development, the Institute for Federal Real Estate, the federal state of North Rhine-Westphalia and the city of Bonn.
